- Feminist Expert for development of educational program on sexual violence in wartime (4 persons)
- Feminist Expert on education for youth for modification of educational program on sexual violence in wartime to meet the needs of youth (1 person)
Background:
From 2020 to 2024 Medica Mondiale (Germany) will coordinate a project titled “Amplifying Voices of Women affected by war-related SGBV in the Western Balkans – For a culture of Recognition and Reconciliation”, funded by the Federal Ministry for Economic Cooperation and Development (BMZ).
The project partners are the Autonomous Women’s Center, Women in Black and Youth Initiative for Human Rights (Serbia), Medica Zenica, Vive Žene (Bosnia and Hercegovina) and Medica Gjakova, Kosova Rehabilitation Centre for Torture Victims (Kosovo).
The project goal is to create a culture of recognition and reconciliation in the Western Balkans for women survivors of war-related SGBV to live in dignity and free from violence. Throughout the project duration, AWC, WIB and YIHR will, among other activities, organize a series of workshops on the issue of sexual violence in wartime for civil society organizations, the general public and youth.
Purpose:
The purpose of this ToR is to hire:
- Feminist Experts (Experts) (4 persons) who will, together with the representatives of partner organizations from Serbia, create a unique educational program on sexual violence in wartime;
- Feminist Expert on education for youth (Youth Expert) (1 person) who will modify the created program in order to respond to the specific needs of youth.
Deliverables:
Experts hired under this ToR will jointly develop a 3-day long educational program dedicated to civil society and the general public with the aim to gain the knowledge and awareness on the issue of sexual violence during the Yugoslav wars in the 90s. The Youth Expert will modify the program, adding elements that specifically cater to the needs of youth aged 15-30, born at the start of the wars and after them.
This program should be based on strong feminist, survivor centered, anti-nationalist, antiracist and anti-militarist standpoints and should include (but not be limited to) the
following information:
– Short history of sexual violence as a war crime – global dimension of the phenomenon
– Sexual violence during the Yugoslav wars – facts on scope of the problem
– Rape as a war crime before the International Criminal Tribunal for the Former Yugoslavia
– State support and protection of survivors – comparative view of laws of all former Yugoslavia countries with the focus on Serbia
– Cross-border resistance of the women’s movement – feminist organizing against sexual violence and supporting the survivors during and after the war (including Women’s Court)
– The position and role of youth in post-conflict period
– Examples of commemoration and culture of remembrance from the region
The final deliverable should include all the materials needed for conducting the program, including handouts and other material suggestions in the form of movies, books etc.
The language of the educative program should be Bosnian-Croatian-Serbian.
Activities:
Specific activities for Experts include:
• Communication with organization representatives conducting this activity and participation in joint meetings;
• Role division and development of educational packages – based on her background, each expert will develop one package of the educational program, including all materials;
• Joint work of all experts with organizations’ representatives in order to prepare a program as a whole.
Specific activity of the Youth Expert include:
- Preparation of modified program for youth.
Timeframe and Deadlines:
For Experts:
First week of April – Selection of experts
Mid May 2021 – All packages of the program developed; first draft of the program compiled
End of June 2021 – Final version of the program developed
For Youth Expert:
End of July 2021 – Final version of the program for youth developed
Budget:
Total amount for positions under this ToR is 5.000EUR.
The language of the educative program should be Bosnian-Croatian-Serbian.
Profile of Experts:
Depending on number of received applications and its quality, the project partners will hire up to 5 experts with different backgrounds. They all need to show:
- Strong professional and/or activist experience (10+ years for Experts and 5+ years for Youth Expert) on the topic of sexual violence in wartime (psychotherapist, psychologist, lawyer, advocate, activist, journalist…)
- Experience in developing and/or implementing educational programs
- Strong feminist, survivor centered, anti-nationalist, anti-racist and anti-militarist standpoints
- Good knowledge on transitional justice in the region
- Excellent writing skills
- Ability to prioritize and work on strict deadlines
- Ability to work in a diverse team of experts
- Additionally, the Feminist Expert on education for youth needs to show experience in developing and/or implementing educational programs for youth.
