{"id":18495,"date":"2025-03-19T10:46:13","date_gmt":"2025-03-19T09:46:13","guid":{"rendered":"https:\/\/yihr.rs\/?p=18495"},"modified":"2025-03-19T10:46:13","modified_gmt":"2025-03-19T09:46:13","slug":"cultural-institution-cuprija-to-cancel-the-competition-for-creating-a-mural-of-war-criminal-nebojsa-pavkovic","status":"publish","type":"post","link":"https:\/\/yihr.rs\/en\/cultural-institution-cuprija-to-cancel-the-competition-for-creating-a-mural-of-war-criminal-nebojsa-pavkovic\/","title":{"rendered":"Cultural Institution \u0106uprija to Cancel the Competition for Creating a Mural of War Criminal Neboj\u0161a Pavkovi\u0107"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">On December 10, 2024, the Cultural Institution \u0106uprija announced <\/span><a href=\"https:\/\/www.uk.cuprija.rs\/vesti\/2024\/konkurs-za-mural\"><span style=\"font-weight: 400;\">a competition<\/span><\/a><span style=\"font-weight: 400;\"> for a mural dedicated to Pavkovi\u0107, explaining that &#8220;the proposals for the mural, focused on the character and deeds of General Pavkovi\u0107, originally from the \u0106uprija area, should highlight his national significance, his actions, and his importance to contemporary national history.&#8221; According to the competition\u2019s guidelines, the mural will be seven meters long and six meters wide. On February 6, 2025, the Cultural Institution \u0106uprija announced that the <\/span><a href=\"https:\/\/www.uk.cuprija.rs\/vesti\/2025\/rezultati-konkursa\"><span style=\"font-weight: 400;\">winning design<\/span><\/a><span style=\"font-weight: 400;\">, created by Marija Komarac, had been selected, with a prize of 330,000 dinars (net).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Given that Pavkovi\u0107 was convicted of crimes against humanity by the International Criminal Tribunal for the Former Yugoslavia (ICTY) and is currently serving a 22-year prison sentence, we have valid concerns that the Cultural Institution \u0106uprija, by announcing this competition, may have violated the Law on the Prohibition of Neo-Nazi and Fascist Symbols. Moreover, this act may constitute a serious form of discrimination under the Law on Prohibition of Discrimination. <\/span><a href=\"https:\/\/www.paragraf.rs\/propisi\/zakon_o_zabrani_manifestacija_neonacistickih_ili_fasistickih_organizacija_i_udruzenja_i_zabrani_upotrebe_neonacistickih.html\"><span style=\"font-weight: 400;\">Article 4<\/span><\/a><span style=\"font-weight: 400;\"> of the Law on the Prohibition of Neo-Nazi and Fascist Symbols prohibits the production, reproduction, storage, display, dissemination, or any other use of symbols that promote or justify the actions of individuals convicted for war crimes. Meanwhile, the <\/span><a href=\"https:\/\/www.paragraf.rs\/propisi\/zakon_o_zabrani_diskriminacije.html\"><span style=\"font-weight: 400;\">Law on Prohibition of Discrimination<\/span><\/a><span style=\"font-weight: 400;\"> considers the promotion of ethnic cleansing as a severe form of discrimination under Article 13.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, by allowing such a competition, Serbia&#8217;s institutions are in violation of the <\/span><a href=\"https:\/\/www.irmct.org\/sites\/default\/files\/documents\/implementation_legislation_scg.pdf\"><span style=\"font-weight: 400;\">Law<\/span><\/a><span style=\"font-weight: 400;\"> on Cooperation of Serbia and Montenegro with the International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991. This law, in Article 1, paragraph 2, mandates that the official authorities in Belgrade respect ICTY rulings. Presenting war criminals as heroes\u2014such as in the case of the Pavkovi\u0107 mural\u2014is not in line with the <\/span><a href=\"https:\/\/pravno-informacioni-sistem.rs\/SlGlasnikPortal\/eli\/rep\/sgrs\/vlada\/strategija\/2021\/97\/1\"><span style=\"font-weight: 400;\">National Strategy<\/span><\/a><span style=\"font-weight: 400;\"> for the Prosecution of War Crimes (2021-2026). It is also contrary to Serbia\u2019s obligations under transitional benchmark 21 for Chapter 23 in EU accession <\/span><a href=\"https:\/\/www.mei.gov.rs\/upload\/documents\/pristupni_pregovori\/pregovaracke_pozicije\/pg_23_pregovaracka_pozicija_srbije.pdf\"><span style=\"font-weight: 400;\">negotiations<\/span><\/a><span style=\"font-weight: 400;\">, which requires full acceptance and application of ICTY and International Residual Mechanism for Criminal Tribunals (IRMCT) rulings.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We believe that public funding for a mural dedicated to a war criminal, convicted for crimes such as the forced displacement and deportation of Kosovo Albanians, continues the troubling practice of glorifying individuals responsible for mass human rights violations. This misrepresents them as role models for future generations. <\/span><span style=\"font-weight: 400;\">Therefore, this practice is incompatible with the idea of building good neighborly relations in the region of Western Balkans.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pavkovi\u0107 is one of several war criminals from the 1990s whom the Serbian authorities continue to <\/span><a href=\"https:\/\/www.mod.gov.rs\/eng\/15800\/general-nebojsa-pavkovic-vucic-stvara-modernu-vojsku-15800\"><span style=\"font-weight: 400;\">celebrate<\/span><\/a><span style=\"font-weight: 400;\"> as heroes, despite the final court ruling that confirmed his responsibility as the former commander of the Third Army of the Yugoslav Army during the Kosovo war. In April 2023, Pavkovi\u0107 participated via Skype from prison in a class at the &#8220;\u0110ura Jak\u0161i\u0107&#8221; primary school in Ka\u0107, where he was addressed by the then-mayor of Novi Sad, Milan \u0110uri\u0107, and the school principal, Verica Leti\u0107, during a public lesson dedicated to the Battle of Ko\u0161are. Despite an inspection of the school <\/span><a href=\"https:\/\/yihr.rs\/en\/pozivamo-da-se-utvrdi-odgovornost-direktorke-skole-u-kacu-i-gradonacelnika-novog-sada-zbog-slavljenja-ratnog-zlocinca\/\"><span style=\"font-weight: 400;\">requested<\/span><\/a><span style=\"font-weight: 400;\"> by YIHR, the provincial inspection of the Ministry of Education failed to sanction those responsible for promoting a war criminal within the educational institution. In 2024, the Ministry of Defense organized several <\/span><a href=\"https:\/\/www.srbija.gov.rs\/vest\/817345\/cuvati-secanje-na-zrtvovanje-pripadnika-vs-tokom-odbrane-od-nato-agresije.php\"><span style=\"font-weight: 400;\">events<\/span><\/a><span style=\"font-weight: 400;\"> in which Pavkovi\u0107\u2019s crimes were denied, and at one such event, in September 2024, the Deputy Prime Minister of Serbia, Aleksandar Vulin, <\/span><a href=\"https:\/\/informer.rs\/politika\/vesti\/944597\/vulin-zrtva-generala-pavkovica-je-svesna-herojska-i-obavezujuca\"><span style=\"font-weight: 400;\">stated<\/span><\/a><span style=\"font-weight: 400;\"> that Pavkovi\u0107\u2019s sentence was \u201crevenge by NATO for heroic resistance.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Cultural Institution \u0106uprija has an obligation to use public space and budgetary funds to promote cultural creativity\u2014not to glorify a convicted war criminal.
